Article Processing Charges
No submission fee or separate peer-review fee is charged to authors. The standard Article Processing Charge (APC) applies only after a manuscript has received a formal acceptance decision. Any amount payable is determined after consideration of an eligible waiver request and is communicated through the journal's official fee-administration process.

Authors incur no charge when submitting a manuscript or during editorial assessment and peer review. The APC becomes payable only after formal acceptance for publication.
Submission
FreeJ-HyTEL does not charge authors a submission fee or a separate peer-review fee. Manuscripts are evaluated independently of the authors' ability to pay.
Article Processing Charge
IDR 300,000The standard APC is IDR 300,000 per accepted article. It becomes payable only after formal acceptance and after any eligible waiver request has been determined. Where an amount remains payable, the Publisher Office issues the official invoice reflecting the final amount due.
No other mandatory publication charges apply. J-HyTEL does not currently charge submission fees, separate peer-review fees, page charges, colour charges, supplementary-material charges, expedited-review charges, article-withdrawal charges, or fees for publishing corrections, expressions of concern, or retraction notices. Any bank-remittance fees, currency-conversion charges, or legally applicable taxes, where relevant, are borne by the payer.
Fees Do Not Influence Editorial Decisions
Manuscripts are evaluated solely on scholarly quality, methodological rigour, ethical compliance, relevance to the journal's scope, and contribution to the field. An author's ability to pay, payment status, or eligibility for a waiver does not influence editorial screening, peer review, revision requirements, acceptance, rejection, or any other academic decision.

APC Waiver Policy
J-HyTEL provides a transparent, request-based waiver mechanism for eligible authors. Waiver administration is handled separately from scientific evaluation and does not influence editorial screening, peer review, acceptance, rejection, or publication priority.
100% APC Waiver
IDR 0A full waiver reduces the standard APC by 100%. A request is eligible for consideration for a full waiver when the corresponding author designated as the primary contact in OJS at original submission is affiliated with an institution located in a World Bank-designated low-income economy. A full waiver may also be considered in exceptional cases of severe and demonstrable financial hardship where no reasonable institutional, project, or funder support is available. Eligibility for consideration does not by itself guarantee approval.
50% APC Reduction
IDR 150,000A partial waiver reduces the standard APC by 50%. A request is eligible for consideration for a partial waiver when the corresponding author demonstrates significant financial hardship or the absence or unavailability of reasonable institutional, project, or funder support, but the documented circumstances do not justify a full waiver. Eligibility for consideration does not by itself guarantee approval.
How Waiver Requests Are Handled
Eligibility is assessed using the institutional affiliation of the corresponding author designated as the primary contact in OJS at original submission and, where applicable, documented financial circumstances. For geographic eligibility, the World Bank income classification in effect on the manuscript's original submission date is used. Requests are handled confidentially by the Publisher Office after formal acceptance and before the final APC invoice is issued.
Who May Request a Waiver?
Low-income affiliation. The corresponding author designated as the primary contact in OJS at original submission is affiliated with an institution in a World Bank-designated low-income economy.
Financial hardship. The corresponding author can demonstrate significant financial hardship and the absence or unavailability of reasonable institutional, project, or funder support for the APC.
Geographic eligibility is based on institutional affiliation, not nationality, citizenship, place of birth, or personal country of residence. The affiliation and corresponding-author designation must reflect genuine scholarly and administrative circumstances and must not be changed solely to obtain a waiver.

Include the manuscript title, Submission ID, corresponding author's name and institutional affiliation, and a brief explanation of the basis for the request.
Confidential Administrative Review
The Publisher Office may request reasonable supporting information where necessary to verify institutional eligibility or financial hardship.
Waiver information is administered separately from the manuscript's academic evaluation and is not provided to peer reviewers.
Requests are assessed against the published eligibility conditions, the information supplied, and the journal's available financial resources. Meeting an eligibility condition permits the request to be considered but does not guarantee that a full or partial waiver will be approved.
Waiver Outcome
Full waiver:
100% reduction — amount payable IDR 0.
Partial waiver:
50% reduction — amount payable IDR 150,000.
No waiver:
Standard APC remains payable — IDR 300,000.
The waiver outcome does not alter the manuscript's editorial decision or scientific status. After the waiver decision, the Publisher Office issues the applicable final fee record: an official invoice for any amount payable or, where the APC is fully waived, a waiver confirmation or zero-balance fee record.
