The Journal of Hypermedia & Technology-Enhanced Learning receives financial, organisational, administrative, and technical support for its publishing activities. Scientific assessment, peer review, and publication decisions remain under the authority of authorised, non-conflicted editors and must not be influenced by payment, sponsorship, institutional relationships, commercial interests, or other non-scholarly considerations.
Sustainable Publishing Infrastructure
Sagamedia Teknologi Nusantara, as the legal publisher of J-HyTEL, provides the organisational, administrative, financial, and technical framework required to sustain journal operations. This support includes platform administration, hosting, DOI registration, production support, metadata management, preservation, security, legal administration, and operational continuity. The publisher, financial administrators, service providers, institutional partners, donors, or other supporters must not determine whether a manuscript is sent for review, accepted, revised, rejected, prioritised, delayed, corrected, or retracted.
The assigned handling editor or another authorised, non-conflicted editor manages the manuscript and reaches the editorial decision under the journal's published policies. The Editor-in-Chief retains ultimate responsibility for the journal's editorial integrity, appropriate assignment of editorial authority, and reassignment when a conflict of interest arises.
Separation of Financial and Scientific Authority
Editorial independence is protected through role separation, conflict management, independent peer review, and documented accountability.
Publisher Boundaries
The publisher must not order, alter, reverse, accelerate, delay, or suppress an editorial decision for financial, commercial, institutional, personal, political, or reputational reasons. The publisher must not require acceptance to increase APC revenue, publication volume, citations, partnerships, or institutional visibility.

APC invoicing, payment verification, waiver assessment, refunds, and financial correspondence are administrative activities separate from scientific evaluation. Reviewers are not provided with an author's payment or waiver information. Editors must not use such information as a criterion for screening, review, acceptance, rejection, revision, or publication priority.

A manuscript authored or co-authored by the Editor-in-Chief, an editor, an Editorial Board member, a reviewer, a publisher representative, or another person closely connected to journal management must be assigned to an independent editor without a relevant conflict. The author must not select reviewers, access reviewer identities, participate in confidential deliberations, or influence the final decision.

A person who is the subject of a complaint, participated materially in the disputed decision, or has another relevant conflict must not investigate or decide the matter. Complaints involving the Editor-in-Chief or publisher are assigned to an independent senior editor, qualified Editorial Board member, committee, or external adviser who was not involved in the original matter.

Decisions concerning corrections, expressions of concern, retractions, withdrawals, removals, or replacements are made through evidence-based editorial procedures by an authorised, non-conflicted editor. Financial loss, institutional embarrassment, publisher objection, reputational concern, or author payment does not prevent necessary action to protect the scholarly record.
Read Post-Publication Policy ↗Regular Issues Only
J-HyTEL currently publishes regular issues only. The journal does not currently publish special issues, guest-edited issues, sponsored supplements, conference proceedings, or externally managed article collections. If any such publishing format is introduced in the future, a specific public policy governing editorial responsibility, conflicts of interest, independent peer review, oversight, and article labelling will be established before submissions are invited or accepted.
Material Relationships Are Disclosed and Managed
The journal publicly identifies its publisher, ownership, management structure, current business model, author charges, waiver provisions, and material sources of financial or organisational support. A grant, sponsorship, in-kind contribution, institutional relationship, service arrangement, or other interest that could reasonably be relevant to public trust must be disclosed and managed separately from editorial decision-making.
Editors, reviewers, authors, journal staff, and publisher representatives must disclose actual, potential, or perceived financial, personal, professional, academic, institutional, or intellectual-property interests relevant to their role. Conflicted persons must not participate in reviewer selection, confidential deliberations, investigations, recommendations, or decisions.
Concerns about inappropriate financial, institutional, or publisher influence may be reported through the journal's official contact channel and will be handled under the complaints, appeals, conflict-of-interest, and publication ethics procedures.
