The scholarly editorial structure comprises 45 editors and advisers from 32 countries across 6 continents, supported by 5 editorial-office and technical staff members. Country representation is based on each member’s current institutional affiliation, not nationality.

Editorial Submissions and Independent Handling

Editors and Editorial Board members may submit manuscripts to the journal, but they receive no preferential treatment. Their submissions are subject to the same editorial screening, ethical requirements, double-blind peer review, and decision criteria applied to all other manuscripts.

A manuscript authored or co-authored by the Editor-in-Chief is assigned to an independent senior editor or qualified Editorial Board member who has no relevant conflict of interest. A manuscript authored or co-authored by another editor or Editorial Board member is assigned to a different independent editor.

An editor must not handle a manuscript when the editor and any author share the same institutional affiliation or have a recent collaboration, supervisory relationship, close personal relationship, direct professional dependency, or another interest that could reasonably call impartiality into question.

A conflicted editor must disclose the conflict and recuse themselves from reviewer selection, confidential review information, editorial correspondence, deliberation, recommendation, and decision-making for that submission. The reassigned editor independently manages the review and decision under the journal’s normal procedures. Further details are provided in the Publication Ethics and Peer Review Policy .

Editorial Governance and Roster Review

The public roster is limited to current editorial appointments. Continued service is reviewed annually and requires written consent, a verified institutional affiliation and researcher profile, an up-to-date conflict-of-interest declaration, and documented editorial contribution appropriate to the assigned role.

Senior manuscript handling is limited to the Editor-in-Chief and the two Co-Editors-in-Chief. The Managing Editor coordinates workflow, records, and production liaison. Section and Associate Editors handle submissions only within their stated expertise and under the journal’s conflict-of-interest and recusal procedures.

Editors handle or advise manuscripts only within their verified disciplinary or methodological expertise and the journal’s stated scope. Applied computing, information-systems, data-science, media-technology, and related submissions may be assigned to editors with relevant expertise when the manuscript falls within one or more of J-HyTEL’s three principal subject areas and satisfies the journal’s scholarly and methodological requirements.

Editorial representation is reported by current institutional affiliation. Membership numbers and country counts are updated whenever the public roster changes.
