摘要
在全球化时代，PT. XYZ 认识到建立植物种子进出口许可制度的重要性，以实现当前人工记录流程的现代化。 现有的手动系统导致工作效率低下，许可申请过程中排长队，核验流程重复，难以监控许可申请，申请人与官员之间存在潜在欺诈行为，许可申请结果报告不准确，且因过度使用纸张而对环境造成负面影响。 本研究旨在开发“植物种子进出口许可服务信息系统”（SIMPEL），以提升许可服务的速度、准确性、透明度和问责制。 开发方法采用瀑布模型，使用PHP编程语言，前端框架采用Vue.js，后端采用Laravel，数据库采用PostgreSQL。开发该系统的意义在于，合作伙伴企业亟需提高运营效率并提供最优的许可服务。 SIMPEL 作为基于 Web 的解决方案，既便于企业或申请人在线提交许可申请，也便于工作人员提供优质的许可服务。因此，本研究旨在提供一种符合时代需求的信息技术解决方案，支持合作伙伴公司在运营活动中采用数字技术，从而促进其发展。
